Section 82(2)(a) of the Racing Act 2002 (Qld), gives RQ the authority to license clubs and venues that are suitable for the Thoroughbred, Harness, and Greyhound codes of racing.
Applications for a license must be submitted via Race Cube and are subject to the Club & Venue General Conditions.
To be granted a club licence, the application must satisfy all licensing requirements.

Club Commercial Compliance
Over the term of a club licence, clubs must provide a range of compliance documentation to remain eligible for a licence.
There are two or three rounds of commercial compliance due each financial year depending on the tier of the club:
- Round 1: July 15; (Tiers 1, 2 and 3 only);
- Round 2: September 30; and
- Round 3: January 31.
Depending on the tier of a club, there are a varying number of Commercial Compliance requirements within each round. More information on the requirements can be found on the RQ Club Portal.

Effective from 1 July 2023, below sets out the club tier structure which has regard for the quantity of race meetings scheduled for a licensed club in a financial year and the anticipated Net Assessable Turnover of wagering (NAT).
