GENERAL
 
Following an early track inspection and after consulting with the Cloncurry & District Race Club and jockeys, the 1000m and 1200m starts were conducted from the course proper after the chutes of these respective starts were deemed unsuitable for racing. All races were brought forward following race 1, after consultation with the club, trainers and jockeys due to threatening weather conditions.
 
SUPPLEMENTARY REPORT
 
Queensland Racing Integrity Commission (QRIC) Stewards today inquired into a complaint lodged by jockey D. Ballard against jockey J. Esser in regards to harassing phone calls and verbal threats on the evening of 16th of March 2019.
 
Evidence was heard from licensed jockey Mr Danny Ballard and licensed jockey Mr Justin Esser.
 
After consideration of all of the evidence, Mr Justin Esserwas issued with a charge, for conduct prejudicial to the image of racing under AR 228 (a) which reads:
A person must not engage in:
(a)   conduct prejudicial to the image, interests, integrity, or welfare of racing, whether or not that conduct takes place within a racecourse or elsewhere.
 
The specifics of the charge being:
 
As a licensed jockey with QRIC he did engage in harassing phone calls and a verbal threat in an aggressive manner which was conduct prejudicial to the imageof racing on the evening of Saturday 16th March 2019. Mr Esser pleaded guilty to the charge.
 
In determining an appropriate penalty, Stewards were mindful of Mr Esser’s personal circumstances. However, were also mindful of the need for a penalty to serve as an appropriate deterrent to prevent similar behaviour from licensees. Mr Esser, was fined the sum of $1000 with $500 of that fine to remain suspended for a period of two years under the provisions of AR 283(5). The suspended fine is on the proviso that there are no further breaches of any rules relating to conduct matters. Mr Esserwas advised of his review rights.
 
 
Race 1: GLENCORE’S ERNEST HENRY MINING CLASS B H’CAP – 1000M
 
HUNTING – Rider T. Brummell, was permitted to ride the gelding 1kg over its allotted weight when no other rider was available. Slow to begin. Raced wide for the majority of the race.
 
DUTCH TWIST – Rider R. Hancock, was permitted to ride the gelding 1/2kg over its allotted weight when no other rider was available.
 
NO HAT NO PLAY – Slow to begin.
 
SNOOZE – Slow to begin. Raced wide for the majority of the race.
 
Race 2: IOR PETROLEUM CLASS 4 PLATE – 1000M
 
GALEA WARRIOR – AsA. Spradau was late to arrive on course due roadworks he was replaced by D. Ballard as the rider of the gelding. Raced wide for the majority of the race.   
 
CRYSTAL BEAR – Due to a misunderstanding, D. Ballard was initially declared as the rider of the horse when in fact the rider was K. Ballard.
 
METAZOA – Slow to begin.
 
MY CRIMSON LAD – Slow to begin.
 
RIPPA REEBA – Slow to begin.
   
Race 3: KJW CONTRACTING MAIDEN PLATE – 1200M
 
GROUP SESSION – Shifted out on jumping, bumping the runner to its outside.
 
FLOSSY – Bumped by another runner on jumping.
 
WILLIWIN SOME – Raced wide for the majority of the race.
 
Race 4: K & R CONTRACTING CLASS 1 H’CAP – 1200M
 
STOLE THE SHOW – As T. Morris, was indisposed she was replaced by K. Ballard as the rider of the gelding. Raced wide for the majority of the race.   
 
RED FACETS – Raced wide for the majority of the race.
 
ABBA ORIGINAL – Raced wide for the majority of the race.
 
KING SOLOMON – Raced wide for the majority of the race.
Race 5: BELL RURAL CONTRACTING OPEN H’CAP – 1200M
 
ENGINE FIFTY FIVE – Slow to begin.
 
HEROISM – Began awkwardly. Raced wide for the majority of the race.  
 
ANYMORE – Began awkwardly. Suffered a bleeding attack during in the race. As this was the second bleeding attack the gelding has suffered, connections were advised ANYMORE, acting under the provisions of AR79 (6) is now ineligible to start in any race.
