SmithSUPPLEMENTARY REPORTQRIC Stewards today, delayed the commencement of an inquiry which was due to be held at 9.30am this morning to a date and time to be fixed after Apprentice A. Thomson failed to present herself for the scheduled inquiry. QRIC Stewards today inquired into a report from the Integrity Investigation Team Stewards that on the morning of 19 October 2019 jockey B. Swaffer, after being directed to provide a sample of his urine for analysis, left the Cairns racecourse without having done so. Mr Swaffer pleaded guilty to a charge under AR 139 (1) (b) in that he did fail to deliver a sample as directed. Mr Swaffer’s license to ride was suspended for a period of 7 months to commence from the day he was stood down, 19 October 2019 and to expire midnight 19 May 2020. Mr Swaffer was advised of his review rights and that he must provide a sample clear of any abnormalities prior to his license being re-instated. In considering penalty stewards accepted his guilty plea and remorse however were mindful of the serious nature of the offence and the need for penalty to serve as a deterrent to other licensees. QRIC Stewards today inquired into a report from the Integrity Investigation Team Stewards that on the morning of 18 October 2019 jockey K. Rockett attempted to deceive the IIT by delivering a substitute urine sample and had left the Atherton racecourse after being directed to remain and supply a valid sample. Mr Rockett was issued with a charge under AR 232 (b) and subsequently pleaded guilty in that he failed to comply with a steward’s direction and remain on course to provide a valid sample. Mr Rockett was fined the sum of $300.Mr Rockett pleaded guilty to a further charge under AR 139 (1) (b) in that on the morning of 18 October he did attempt to supply a substitute sample of urine. Mr Rocketts licence was disqualified for a period of 12 months from when he was stood down, 18 October 2019 until midnight 18 October 2020. In considering penalty stewards accepted his guilty plea and remorse however were mindful of the serious nature of the offence and the need for penalty to serve as a deterrent to other licensees. Mr Rockett was advised of his review rights and that he must provide a sample clear of any abnormalities prior to his license being re-instated.GENERALAs apprentice M. Murphy, was not riding at today’s meeting due to personal reasons, riding replacements were made as per the Stewards Race Day Summary. Race 1: HAMBLEDON HOTEL QTIS 3YO H'CAP – 950MKODAI – Began awkwardly. Raced wide for the majority of the race. DUTCH ROCKET – Raced greenly approaching the crossing and shifted in near the 750m, tightening runners to its inside. LOVE IS BLIND – Tightened for room by another runner, which shifted in near the 750m. MAX HENRY – Tightened for room by another runner, which shifted in near the 750m. Raced greenly in the middle stages. ORIENTAL GIRL – Tightened for room near the 750m by another runner, which shifted in. WAHOO GIRL – Raced wide for the majority of the race. Race 2: U-NEED SECURITY CAIRNS QTIS 3YO MAIDEN H'CAP – 1250MMAHIS MONELLO – Was having its first start in a race and raced greenly for the majority of the race. Shifted out when racing ungenerously near the 800m, bumping with another runner. Finished tailed off. A post-race veterinary examination failed to reveal any significant abnormalities. GREYSERENE – Bumped by another runner, which was racing greenly near the 800m. Steadied off heels near the 500m. NOBODY BETTER – Raced greenly for the majority of the race. CHLOE JADE – Raced wide for the majority of the race. Race 3: EDMONTON PLUMBING MAIDEN PLATE – 1400MOH JAY MOWMOW – Declared a late scratching at 1.45 pm by order of stewards acting on veterinary advice after becoming fractious and was cast in the horse tie-up stalls. On the announcement of correct weight all monies invested were ordered to be refunded with the following deductions applicable. 4 cents in the dollar on the face value of win bets 6 cents in the dollar on the face value of win bets for the place7 cents in the dollar on the face value of 2nd place bets8 cents in the dollar on the face value of 3rd place betsTrainer representative T. Rowe was advised a veterinary clearance must be provided prior the horse being permitted to race again. COLONEL PENAGO – Slow to begin. STYLE LINE – Slow to begin. Restrained off heels leaving the 1000m. LONROADTOFLY – Slow to begin. Placed in restricted room near the 400m, having to be restrained. A post race veterinary examination revealed the gelding to have a laceration to the off hindleg. BADBOY CHARLIE – Made the 1000m turn awkwardly. Improved onto heels near the 200m, having to be checked. RAPAREE – Shifted out near the 400m, placing another rider in restricted room. Rider M. Elliott was advised to show greater care when shifting ground. TAVEUNI – Raced wide for the majority of the race. Race 4: ELEMENTS AIR & REFRIGERATION CLASS 3 PLATE – 950MCOUNTLESS ROCK – Delayed the start and proved difficult during the preliminary proceeding to the barriers. Delayed the start further after breaking through the barriers before being restrained after a short distance. Underwent a veterinary examination and was cleared to start. Trainer S. D’Avila was advised that warning would be placed on the horses parading manners. NIC’S TIME – Delayed the start after becoming fractious in the barriers prior to the start. Trainer R. Baker was advised that a warning would be placed on the horse’s barrier manners. GINGER BEER – Became fractious in the barriers after taking fright at other horses that were fractious. Examined by the veterinary surgeon and declared a late scratching at 2.42 pm with the following deductions to apply: 55 cents in the dollar on the face value of win bets 33 cents in the dollar on the face value of win bets for the place24 cents in the dollar on the face value of 2nd place bets35 cents in the dollar on the face value of 3rd place betsTrainer S. Massingham was advised that he must provide a veterinary clearance for the horse prior to its next race start. SHE’S NIC’N OFF – Slow to begin. BANK TELLER – Slow to begin. NIC’S NIGHT OUT – Slow to beginRace 5: COUNTRY CUPS CHALLENGE QUALIFIER / STRONGBOW ROSE CAIRNS CITY CUP OPEN H’CAP – 1400MHOT SAGA – Slow to begin. POLAR BLAST – Slow to begin. Raced fiercely in the early and middle stages. OAKFIELD AVENGER – Disappointed for a run near the 200m, having to be steadied. HIDDEN IN HEAVEN – Trainer L. Ashford was reprimanded for not declaring a rider for that horse by the prescribed time. Jockey W. D’Avila was fined $100 for weighing out without a girth. Stewards were satisfied that there was nothing untoward regarding this matter. Race 6: U DON’T NEED A NEW ROOF CLASS 6 PLATE – 1250MDREAM I CAN – Blundered badly, becoming unbalanced and shifted out, inconveniencing runners to its outside. Over-raced in the early stages. SALESMAN – Was inconvenienced at the start by another runner, which shifted out, having to be steadied and lost ground. Over-raced in the early stages. Became unbalanced and put in an awkward stride near the 500m. ROSE CLIP – Was inconvenienced by another runner, which shifted out after being bumped at the start. FINE ‘N’ DEVINE – Improved onto heels near the 300m and had to be steadied. STRONG WILL – Raced wide for the majority of the race. CENTRO SUPERIOR – Raced wide for the majority of the race. Race 7: LOOK SHARP PAINTING & DECORATING CLASS 2 H'CAP – 1250MHAND OF FAITH – Trainer A. Ryan was reprimanded for failing to declare S. Wiseman as the rider of the horse by the prescribed time. SPACEX – Slow to begin. TOFF ROCKS – Slow to begin. Near the 200m, when laying in, shifted in, inconveniencing another runner. Raced wide for the majority of the race. AGILITY – Improved sharply on to the heels of another runner which shifted in when laying in near the 200m despite the efforts of its rider and had to be checked and alter course. SOLUMINATE – Raced in restricted room near the 400m and was buffeted between runners. Crowded for room near the 50m by another runner which became unbalanced and shifted in. VAN GAAL – Became unbalanced near the 50m and shifted in, crowding another runner and causing Rider Q. Krogh to stop riding and straighten his mount, and as a result lost momentum.
