After taking evidence from riders T Tincknell (NORTHERN STORM), T Brummell ( WHAT THE HECK) and J Babarovich (HOLEY GADOLEY), and viewing surveillance footage of the incident Stewards established that HOLEY GADOLEY, despite the efforts of Jockey Babarovich, had shifted in and away from WHAT THE HECK at that point of the race resulting in NORTHERN STORM, which was racing to the inside of those runners, being checked and losing ground. Stewards were satisfied that no individual rider could be held responsible for the incident.
