GENERAL
Stewards inquired into the actions of Apprentice Peel while dismounted from ZI WIN in the entrance of the 1000m chute. After viewing stewards patrol films and hearing submissions from Apprentice Peel in relation to the difficult mannerisms of ZI WIN pre-race, Apprentice Peel pleaded guilty to a charge under AR228(b) (improper conduct) in that prior to the running of Race 3, while dismounted, she struck her mount in the vicinity of the head on at least two occasions with her whip. Apprentice Peels license to ride in races was suspended for four (4) weeks to commence midnight 10 November 2022 and to conclude midnight 8 December 2022. In determining penalty stewards were mindful of the need for a penalty to serve not only as a specific deterrent to Apprentice Peel but as a general deterrent to the industry for matters relating to animal welfare. Stewards also took into account Apprentice Peels record, relevant penalty precedents relating to matters of this nature, the specific circumstances of this incident, Apprentice Peel’s guilty plea and her remorsefulness for her actions.
